    This kind of approach is a pain in the neck for every involved person. Actually I'm surprised PM came to you with these questions. He should give the same answers to whoever has asked him about the estimates.

    Usually "I have no requirements but give me the estimates" approach is forced by top management or clients. On both cases that's not very wise.
